Bitumen demand surges 47% in August as road construction activity picks up

In August, the demand for bitumen increased by 47% in August, as the rains were reduced, indicated recovery in road construction.

According to data from the Ministry of Petroleum and Natural Gas, consumption from 0.29 mm in August a year ago increased to 0.42 million metric tons (MMT). During the month, the import of bitumen increased by 49%, one third of the country’s total consumption was found through foreign procurement.

During April-July, consumption declined by 2.3%. The turnaround began with an increase of 12.2% in July, rapidly intensified in August.
The ministry said the decline in June “mainly reduces the demand for bitumen due to low road construction activities in major states like Maharashtra, Rajasthan and Uttar Pradesh”.

Bitumen is almost fully consumed in road construction, and the July-September quarter is seasonally weak because rainfall is an obstruction. This is followed by consumption rebellion, at the peak in March, the last month of the financial year, when the contractor runs to meet the target.


In July-September 2024, the consumption of bitumen for the amount of March 2025 was about 1.1 mmt-equal. In the same quarter of 2022, the consumption was less than about 1 mm. In contrast, in July-September 2023, a consumption of about 1.5 MMT was observed due to an increase in road-making activity before the April-May 2024 general election. The annual bitumen used in 2023–24 more than a decade. Bituman is about 3.5% of the total amount of refined products consumed in the country.
