The state government has approved the formation of 'District Construction Committee' to ensure transparency and accountability in construction projects in Naxal-affected districts of Sukma, Bijapur and Narayanpur.

The District Collector will determine the projects to be conducted through the committee. If no contractor is available even after three rounds of online tendering, necessary and unavoidable construction projects will be executed through the District Construction Committee.
However, in blocks that are not severely affected by Naxal activities, whenever possible, the usage of the committee will be avoided for project execution.
Under local fund-based projects, such as DMF (District Mineral Foundation) and CSR (Corporate Social Responsibility), should ideally be implemented by standard execution agencies such as PWD, RES or PMGSY. Officials said that when these agencies fail to execute a project after three unsuccessful tenders, the District Construction Committee will be nominated as an agency executed for such projects.
The committee can execute the construction projects up to Rs 10 crore. Tender for necessary and immediate construction works will be invited through e-tending. A single project can be divided into two or more parts for ease of execution. For example, if a road construction project includes bridges and culverts, separate contractors can be appointed for roadwork and bridge construction.
In cases where the project area is widespread, separate contractors can be assigned to different road classes or specific bridge structures.
When dividing the projects into sections, the committee must ensure frequent quality and cost equity in all parts. The cost should not exceed the rates of similar projects executed in the district in the last three years.
Project inspection, supervision and evaluation will be conducted by a technically competent officer nominated by PWD or District Collector.
The authority responsible for accepting the tenders will assess the fairness of the rates quoted before approval. The assessment will be mainly based on market rates for labor, materials and transport. The approval authority will also compare recent dialects for similar projects in the last three months to ensure continuity.
